Results of Special Town Meeting
April 5, 2000
To any Constable of the Town of Lancaster in the County of Worcester,
GREETINGS:
In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of the Town of Lancaster qualified to vote in the elections and Town affairs, to meet at the Town Hall Auditorium, 695 Main Street, in said Lancaster on Wednesday, the fifth day of April, at 7:30 o'clock in the evening, then and there to act on the following Articles:
ARTICLE 1
Board of Selectmen
To see if the Town will vote to accept the provisions of M.G.L.A.
Chapter 59, section 5K, authorizing the Board of Selectmen to establish
a "Senior Citizen Property Tax Work-Off Abatement Program", allowing persons
over the age of 60 to volunteer services to the Town in exchange for reductions
in real estate property tax obligations, said program effective July 1,
2000, or act in any manner relating thereto.

ARTICLE 2
Planning Board
To see if the Town will vote to amend the Zoning Bylaws to regulate personal wireless service facilities by adding a new Article 15: "Personal Wireless Service Facility Regulations,", the complete text of which is on file with the Town Clerk, and by:
(1) adding to Article 2, Section 2.10 "Establishment of Districts," the following entry:
PWSOD - Personal Wireless Service Overlay District I (See Section 15)
(2) amending the Zoning Map to include a notation listing the parcels comprising the PWSOD as set forth in Article 15
(3) amending the text of Section 3.13 "Unlisted Uses" to read as follows:
No use which is not listed or described in Article 3.20, or expressly authorized under another section of this Bylaw, shall be allowed unless the Board of Appeals finds it is similar in purpose and operational characteristics to a use permitted in the District.
(4) amending Section 4.31 "Building Height" by changing the last sentence of the second paragraph to read:
Not included are spires, cupolas, TV antennae, and other parts
of structures which do not enclose potentially
habitable floor space, except that the height of a personal
wireless service structure mounted on a building shall be governed by
Section 15.
Passed with amendments (some areas removed from PWSOD)
or act in any manner relating thereto.
And you are directed to serve this Warrant by posting up attested copies thereof at the South Lancaster Post Office, the Center Post Office, the Brick Meeting House and the Town Hall, in said Town fourteen days at least before the time for holding said meeting. Hereof fail not and make due return of the Warrant with your doings thereon to the Town Clerk at the time and place of meeting aforesaid.
